The university where the festival took place was located at the north end of town. Winds out of the north were a problem for the balloons -- after a short distance to the south, the city grew too dense for a safe landing. Chihuahua is an industrial city, with a large cement works, Ford automobile plant and other manufacturing. Much of the northern end of the city is devoted to newer industrial parks and a densely-built suburbia housing the workforce.
